Welcome to the Blue Caste. The Scribes. We are the memory of Gor. We are the mind of the City.
Without us, the Administrator does not know how much grain is in the silo. Without us, the Ubar does not know the borders of his land. Without us, there is no Law, only the whim of the strongest man.
Today, we study The Bureaucracy. It is not glamorous. It is not loud. But it is the steel skeleton that holds up the flesh of society. We will look at the subdivisions: the Scholars, the Accountants, and the Magistrates (the Judges). We will study the Power of the Record. And we will discuss Gorean Law—why it is harsh, why it is swift, and why it is necessary.

II. The Sub-Castes: More Than Just Copyists (10-25 Mins)
Magistrate Evans: The Blue Caste is broad. It covers every intellectual pursuit.

The Accountant: The counter of beans. He tracks the gold. He ensures the mercenaries are paid. (A mercenary who isn't paid becomes a bandit very quickly).

The Magistrate:

The Archive: Every city has an Archive (The Cylinder of Records). It is a fortress. To burn an Archive is a crime equal to poisoning the wells. Because without the records of who owns which land, the city dissolves into civil war.

IV. Gorean Law: Swift and Brutal (40-50 Mins)
Magistrate Evans: What is the Law? It is not a system of rehabilitation. It is a system of Order.
The Principles:
Intent: Did you mean to do it? (Though negligence is rarely an excuse).
Status: The punishment depends on the caste.
If a Peasant steals bread, he loses a hand.
If a Warrior steals bread, he might be executed (because he has honor and should know better).
Efficiency: Trials are short. There are no juries. A Magistrate hears the case, reviews the evidence, and passes sentence immediately.
The Punishments: We do not have long-term prisons (too expensive).
Fines: For minor offenses.
Slavery: For debt or theft. (The criminal becomes useful property).
Mutilation: Branding, loss of hand. (A permanent mark of shame).
Death: Impalement. (For treason, murder, or theft of the Home Stone).

The Code: Cite a "Gorean Law" (make it up based on logic) regarding the killing of a lower caste by a higher caste.
