This is the final lecture of the Advanced Law track. We have covered the law of the street, the law of the dungeon, and the law of the home. Now, we look outward. On Gor, there is no "United Nations." There is no "Supreme Court of the Planet." There are only armed City-States. International Law is not enforced by police; it is enforced by armies.

I. Introduction: The Jungle of Stone (00-10 Mins)

(Action: The room is decorated with the flags of Ar, Cos, Tyros, and Ko-Ro-Ba. On the desk sits a white wand of office and a map of the Thassa. You stand tall, radiating the authority of the State.)


Magistrate Evans: Tal.


Inside the walls of Ar, the Law is supreme because the Ubar has the power to enforce it. But what happens outside the walls? Between Ar and Cos, there is no Magistrate. There is only the wind and the sword.


If a Merchant from Ar is cheated in Cos, who helps him? If a ship from Tyros crashes on our shore, do we save them or enslave them?


Today, we conclude the 310 Series with International Law. We will study the Treaty—the only thing preventing total war. We will examine Diplomatic Immunity—why you cannot arrest a spy if he holds the White Wand. And we will face the Final Exam—a test of your ability to navigate a crisis that could burn the world.

II. The Treaty: The Handshake of Giants (10-25 Mins)

Magistrate Evans: A City is Sovereign. It answers to no one (except, theoretically, the Priest-Kings). Therefore, cities interact through Treaty.


Types of Treaties:


Non-Aggression: "I will not attack you if you do not attack me." (The baseline).


Trade Agreement: "Your merchants pay 5% tariff, ours pay 5%." (Reciprocity).


Alliance: "If Cos attacks you, Ar will march." (The most dangerous, as it drags you into other people's wars).


The Breach: If a Treaty is broken, there is no court. The remedy is War. Therefore, Scribes write treaties with extreme precision. A misplaced comma can cost 10,000 lives.

III. The Ambassador: The Sacred Guest (25-40 Mins)

(Action: Pick up the white wand.)


Magistrate Evans: How do enemies talk? Through the Ambassador.


The Concept of Immunity: An Ambassador is "Inviolable." He carries the White Wand.


You cannot arrest him.


You cannot torture him.


You cannot kill him. Even if he insults your Ubar to his face. Even if he is obviously a spy (and they are all spies).


The Remedy: If an Ambassador commits a crime (e.g., murder), you declare him Persona Non Grata (Unwelcome Person). You escort him to the border and kick him out. If you kill him, you violate the "Law of Civilized Nations," and every other city will turn against you as barbarians.

IV. The Law of the Thassa: The Wet Desert (40-50 Mins)

Magistrate Evans: The sea belongs to no one. But the coast does.


The 3-Pasang Limit: A city owns the water as far as a catapult can shoot (roughly 3 pasangs). Inside this line, their Law applies. Outside, it is "High Seas."


Salvage vs. Wrecking:


Salvage: If a ship is drifting but has a live crew, it belongs to the crew. If you help them, you are entitled to a "Salvage Fee" (usually 10-20%).


Wreck: If the ship is abandoned (no living soul), it belongs to whoever finds it.


Legal Trap: Unscrupulous captains will kill the survivors so they can claim "Wreck" instead of "Salvage." As a Magistrate, you must investigate shipwrecks for sword wounds.

V. The Final Assessment (50-60 Mins)

(Action: You put down the wand. You pick up the Final Case File.)


Magistrate Evans: You have learned the statutes. Now, apply them.


The Scenario: You are the High Magistrate of Ar. A ship from Cos (our enemy) has wrecked on the coast of Ar during a storm.


The Cargo: 100 chests of Gold (Tribute meant for the Ubar of Tyros).


The Survivor: A single man. The Ambassador of Cos.


The Situation:


The Ambassador claims Immunity and demands safe passage with the Gold.


The Admiral of Ar claims the gold is Wreckage (since the ship sank) and belongs to Ar. He also wants to arrest the Ambassador as a spy.


Tyros threatens war if their gold is stolen.


The Task: You have 5 minutes to issue a ruling.


If you let him go with the gold -> The Admiral is furious; Ar loses a fortune.


If you keep the gold -> Cos and Tyros declare war.


If you arrest the Ambassador -> You violate International Law.


(Pause. Look around the room.)


The "Correct" Gorean Ruling:


The Ambassador: Is Free. He has Immunity. You must feed him and escort him to the border. (Honor is satisfied).


The Gold: Is Wreckage. The ship sank. The gold touched the bottom. It belongs to the Crown of Ar. The Ambassador cannot carry 100 chests alone.


The Diplomatic Twist: You offer to return half the gold to Tyros as a "Gift of Friendship" (bribe) to keep them from attacking, while keeping the other half for Ar.


This satisfies the Law, the Greed, and the Peace.


(Action: You close the ledger with a final, resonant thud.)


Magistrate Evans: You have survived the Cylinder. You are now ready to sit on the Bench. Remember: The Law is not about being nice. It is about keeping the stone standing.


(Action: Formal Magistrate's Salute—hand to heart, palm out.)


Magistrate Evans: I wish you Justice.
