I. Introduction: The Bloodless War (00-10 Mins)
(Action: The room is filled with the sound of clinking metal. On the desk sits a heavy brass scale, a pile of gold Tarsks, and a "Debt Slate" (a wax tablet). You stand behind the scale, balancing a coin against a weight.)
Magistrate Evans: Tal.
A Warrior kills with a sword. A Merchant kills with a ledger.
If a city runs out of gold, the mercenaries leave. If the mercenaries leave, the walls fall. Therefore, the flow of trade is a matter of National Security. Commercial Law is the set of rules that keeps the gold flowing. It ensures that a "Tarsk" in Ar is worth a "Tarsk" in Turia. It ensures that when a man buys wheat, he doesn't get sawdust.
Today, we study the Law of the Market. We will look at The Debt—the primary cause of enslavement for the Free Castes. We will examine Fraud—the crime of the clipper and the cheat. And we will study the Tariff—the price of entering the gate.

II. The Merchant Code: Profit and Honor (10-25 Mins)
Magistrate Evans: The Merchant Caste is unique. They are the only caste that values Profit over Honor... explicitly. But to maintain profit, they must have Trust.
The Principle of Verbum Vincit: "The Word Binds." In Commercial Law, a verbal contract—if witnessed—is as binding as a written one. If a Merchant breaks his word, he is "Blacklisted." A Blacklisted Merchant cannot dock in any civilized port. He is finished.
The Magistrate's Role: You are the referee. You do not judge if a deal was fair (profit is not a crime). You judge if the deal was honored.
Scenario: If I sell you wine for 100 Gold, and it turns out to be vinegar, that is Fraud.
Scenario: If I sell you wine for 100 Gold, and you realize later you could have bought it for 10, that is just Bad Luck.

III. The Weapon of Debt (25-40 Mins)

Magistrate Evans: This is the most dangerous object on the desk. The Debt Slate.
The Path to the Collar: On Gor, we do not have bankruptcy protection. We do not have "Chapter 11." We have Debt Slavery.
If a Free Man cannot pay his debts:
The Grace Period: Usually 30 days to find the funds.
The Seizure: The Magistrate seizes his assets (house, tharlarion, furniture).
The Collar: If the assets do not cover the debt, the Man Himself (and his family) are seized. They are appraised. They are sold on the block. The proceeds go to the creditor.
Magistrate’s Insight: This is how many Scribes, Artisans, and even Warriors end up in chains. They borrow to live beyond their means. As a Magistrate, you sign the order that turns a citizen into an asset. It is cold math.

IV. Fraud: The Coin and The Scale (40-50 Mins)
Magistrate Evans: The currency of Gor is metal. Gold Tarsks. Silver Tarsks. Copper Tarsks.
Common Crimes:
Clipping: Shaving the edges off a gold coin to steal the dust.
Punishment: Loss of a hand. (To stop them from holding a file).
Plating: Covering a lead coin in gold leaf.
Punishment: Impalement or Slavery.
The False Scale: Using weights that are lighter than standard.
Role of the Magistrate: You must periodically inspect the markets. You carry the "City Standard" weights. If a Merchant's weights don't match yours, you smash his stall.

V. The Tariff: The City's Cut (50-55 Mins)
Magistrate Evans: Why does the Administrator let the Merchants get rich? Because of the Tariff.

The Smuggler: A Merchant who tries to avoid the Tariff. To the City, a Smuggler is a thief stealing from the public treasury. If caught, his goods are confiscated, and he is fined 10x the value.

VI. Conclusion & Assignment (55-60 Mins)

Magistrate Evans: Money is the blood of the city. If it is pure, the city is healthy. If it is debased by fraud or choked by debt, the city dies. You are the physicians of the economy. Keep the scales balanced.

You are a Commercial Magistrate in the Port of Ar. The Case: A Merchant from Port Kar delivered 500 sacks of Sa-Tarna Grain. The Buyer (a Baker) refuses to pay.
The Baker claims: "The grain is wet and rotten. It is useless."
The Merchant claims: "It was dry when I loaded it. The storm at sea wet it. That is 'Act of Priest-Kings' (Force Majeure). The contract says I am paid upon delivery."
The Contract: States "Payment upon receipt of goods in good order."
The Task: Write a Judgment (200-300 words).
The Interpretation: What does "Good Order" mean? Does it apply to the moment of loading or the moment of unloading?
The Liability: Who bears the risk of the storm? The Seller (Merchant) or the Buyer (Baker)?
The Verdict: Does the Baker pay? Or does the Merchant lose his cargo?
