Magistrate Evans: Tal.


If a peasant steals a loaf of bread, he harms a baker. If a General sells a map to Cos, he harms Everyone.


Common crimes attack individuals. High Crimes attack the State. They attack the Home Stone itself. Therefore, the standard rules of evidence often bend. The punishments become theatrical. And the risk to the Magistrate is absolute.


Today, we study the crimes of the powerful. We will define Treason. We will examine the Black Caste—the Assassins—and their unique legal status. And we will discuss the terrifying reality of Conspiracy Law, where a conversation can cost you your head.

II. Treason: The Unforgivable Sin (10-25 Mins)

Magistrate Evans: What constitutes Treason on Gor? It is not just disagreeing with the Administrator. It is:


Betraying the Stone: Giving aid to an enemy city (Cos, Tyros).


Theft of the Stone: The ultimate act.


Collaborating with the Beast: Dealing with Kurii. This is a crime against the species, not just the city.


The Punishment: There is no fine for Treason. There is no enslavement (usually). There is only Impalement. The traitor is greased and slid onto a stake in the public square. It is a slow, agonizing death designed to say: "This is the price of betrayal."


The Magistrate's Danger: Accusing a powerful man of treason is dangerous. If you miss, he will kill you. You must have Ironclad Proof.

III. The Black Caste: Murder as a Science (25-40 Mins)

Magistrate Evans: Most cities despise murder. But on Gor, there is a Caste dedicated to it. The Black Caste. The Assassins.


The Distinction:


A Murderer kills for passion or greed. He is a criminal.


An Assassin kills for a Contract. He considers himself a professional.


The Code of the Black Caste: They claim a "War of One." They will not use poison (usually considered the weapon of a woman or coward). They prefer the knife or the crossbow. They often announce their target beforehand (The Mark), to give him a sporting chance.


Legal Status: In most cities, being an Assassin is illegal. But every Ubar hires them. As a Magistrate, you face a dilemma: If you arrest an Assassin, you might be arresting the Ubar’s secret weapon.

IV. Conspiracy: The Crime of Thought (40-50 Mins)

Magistrate Evans: You do not have to stab the Administrator to be guilty. You only have to plan it.


The Law of Conspiracy: If three men meet in a room and discuss the death of the Ubar, all three are guilty of High Treason. Even if they never buy a sword. Even if they never leave the room.


The Problem of Proof: Conspiracy is hard to prove. It leaves no body. It leaves no blood. It requires Informants. A Magistrate must cultivate spies in the taverns, the barracks, and the bathhouses. You must hear the whispers before they become shouts.

V. The Trial of the High Caste (50-55 Mins)

Magistrate Evans: How do you judge a Warrior? You cannot drag a General into court like a peasant. He has an army.


The Tribunal: High Crimes are usually tried by a Tribunal of Five:


The High Initiate (White).


The High Magistrate (Blue).


A High Captain (Red).


A Representative of the Builders (Yellow).


A Representative of the Physicians (Green).


This spreads the risk. If the General is executed, no single caste takes the blame. It is the "Will of the City."

If you arrest him, his loyal guards might riot and sack the city.


If you wait, the Cosians might invade tonight.


The Commander claims the letter is a forgery planted by his rival.


The Task: Write a Action Plan (300 words).


The Arrest: How do you take him into custody without starting a civil war? (Do you use the Black Caste? Do you use a trick?)


The Evidence: How do you verify the handwriting quickly?


The Contingency: What do you do if he refuses to come quietly?
