This lecture focuses on high-level politics among the Wagon Peoples. It analyzes the impossible task of leading men who are culturally conditioned to be ungovernable. We study the character of Kamchak—the legendary Tuchuk Ubar—and the historical anomaly of the Unification of the Four Tribes.

I. Introduction: Herding Cats (00-10 Mins)

(Action: The room is arranged like a council circle. Cushions are on the floor. On the desk stands a tall pole topped with four different totems: A Skull, a Red Head, a Black Bosk, and a Golden Horn. You stand beside it, looking at the discordant symbols.)


Magistrate Evans: Tal.


We have spoken of the Tuchuk warrior. He is fierce. He is superstitious. He is arrogant. Now, imagine trying to tell him what to do.


In Ar, men obey because of the Law. In the North, men obey because of the Oath. In the Plains, men obey only when they feel like it.


To rule the Wagon Peoples is the hardest political task on Gor. It has been described as "trying to herd cats with a wet noodle." And yet, there are men who do it.


Today, we study the Great Ubars. We focus on Kamchak of the Tuchuks—the man who defined the archetype of the Nomad King. And we discuss the rarest event in Gorean history: The Unification. The moment when the Four Tribes (Tuchuk, Kassar, Kataii, Paravaci) stop killing each other long enough to kill everyone else.

II. The Archetype: Kamchak of the Tuchuks (10-25 Mins)

Magistrate Evans: If you wish to understand the Tuchuk soul, you must study Kamchak.


He is not a distant king on a throne. He is a man who sits by the fire, eating roast bosk with his fingers, laughing loudly, and plotting the destruction of empires.


The Three Qualities of a Tuchuk Ubar

Humor: A Tuchuk Ubar must be funny. This sounds strange to a Southerner. We expect dignity. But Tuchuks despise pomposity. If a leader takes himself too seriously, they mock him. Kamchak ruled because he could out-joke his men. He disarmed tension with laughter.


Cunning (The Trickster): He must be smarter than his enemies. Kamchak famously played "Kaissa" (the game of strategy) with real armies. He viewed war as a great joke played on the enemy.


Physical Dominance: He must be the strongest man in the tribe. If a young warrior challenges him, the Ubar must be able to put him in the dirt.


Magistrate’s Analysis: Kamchak represents "Accessible Power." He is not above the tribe; he is the center of the tribe. He is the father who will hug you one minute and stake you out in the sun the next.

III. The Impossible Dream: Unification (25-40 Mins)

Magistrate Evans: The natural state of the Plains is Civil War. The Tuchuks hate the Kassars. The Kataii hate the Paravaci. This balance of terror keeps the Plains stable.


But... what if they united? A united Wagon Peoples would command over 100,000 light cavalry. They could burn Turia. They could threaten Ar.


The Obstacles to Unity

The Blood Feuds: Centuries of killing mean that a Tuchuk sitting next to a Kassar wants to cut his throat, not shake his hand.


The Omens: Each tribe has its own Medicine Men who predict doom if they ally with their rivals.


The Ego: Who leads? A Tuchuk Ubar will never bow to a Paravaci Ubar.


The Anomaly (The Tarl Cabot Era)

Magistrate Evans: History records only one moment of true unification. It happened during the War of the Dust. It required an outsider—Tarl Cabot—to act as the catalyst. Why an outsider? Because he was neutral. He was not part of the blood feuds.


The tribes united not for love, but for Survival. They faced a threat (the Kurii/Beasts) that was greater than their hatred for each other. The Lesson: The Wagon Peoples only unite when the sky is falling. The moment the danger passes, they draw knives on each other again.

IV. The Politics of the Wagon Council (40-50 Mins)

Magistrate Evans: How does a Ubar govern? He does not issue edicts on scrolls. He holds the Council of Captains.


The Circle of Fire

Magistrate Evans: They sit in a circle. There is no head of the table. They pass the Kaiila Skull (or a ceremonial object). Only the man holding the skull may speak.


The Consensus: The Ubar cannot order a migration if the Captains refuse. He must persuade them.


He uses oratory.


He uses bribery (gold and women).


He uses shame. "Are the Kassars afraid of a little snow? My grandmother walks faster than you!"


It is a rough democracy of warlords. A weak Ubar is deposed (killed) very quickly.

V. The Passing of the Crown (50-55 Mins)

Magistrate Evans: Succession is dangerous. The Ubar’s son does not automatically inherit. He must be elected by the Captains. However, usually, the son is the best trained and richest candidate.


The Challenge: When an old Ubar dies, there is a "Week of Knives." Rival claimants fight. The tribe holds its breath. Once the new Ubar kills his rivals, he is acclaimed. The tribe shouts his name. The Home Stone is placed in his wagon. Order is restored.

VI. Conclusion & Assignment (55-60 Mins)

Magistrate Evans: The Wagon Peoples are a lesson in Charismatic Leadership. In Ar, the office makes the man. (The Administrator is powerful because he holds the seal). In the Plains, the man makes the office. (The Ubar is powerful only if he is terrifying).


As Administrators, when you deal with nomads, do not send a bureaucrat. Send a personality. Send someone who can drink their liquor, ride their beasts, and look them in the eye.

Magistrate Evans: Your Assignment for Week 8:


You are Kamchak of the Tuchuks. You have called a meeting with the Ubar of the Kassars (your sworn enemy). You need him to join you in a raid against Turia. He hates you.


The Task: Write a Persuasion Speech (200-300 words).


The Hook: Start with a joke or an insult that breaks the tension.


The Bait: What do you offer him? (Gold? Glory? Women?)


The Threat: Subtly remind him what happens if he refuses. (e.g., "The Turians will get rich while we starve").


Convince a wolf to hunt with a tiger.


Next week, in GOR 220, Week 9, we look at the Women of the Wagons. We study the Free Women (who are fierce, proud, and unveiled in their own camp) and the complex role they play in tribal politics.
