History is useful only if it teaches you how to survive today. The map you see behind me is the map of Modern Gor. It is not a map of open war—at least, not at this moment. It is a map of Tension.
The great powers are exhausted. Ar and Cos are locked in a stalemate. The Priest-Kings watch from the mountains. But in the vacuum left by the great wars, new powers are rising. Trade is the new battlefield. The Scribe’s pen is now mightier than the Warrior’s sword.
Today, we analyze the Current Balance of Power. We discuss the Cold War between Ar and Cos, the rise of the Vosk League, and the role of the Merchant in keeping the peace.
And finally, I will present you with The Administrator’s Dilemma—your Final Exam.

II. The Cold War: Ar vs. Cos (10-25 Mins)

For the Administrator: If you rule a small city between these two giants, you are in danger. If you ally with Ar, Cos will blockade your port. If you ally with Cos, Ar will fund a rebellion in your streets. The smart Administrator plays them against each other, taking gold from both and giving loyalty to neither.

The Philosophy: They realized that alone, they would be eaten by Ar or Cos. But together, they control the river trade.
They have a Mutual Defense Pact: An attack on one is an attack on all.
They have Free Trade Agreements: No tariffs between member cities.
They maintain their own Home Stones. There is no "Ubar of the League."
The Significance: This represents a new model for Gor. It is Strength without Tyranny. It proves that cooperation—the tool of the Merchant—can be as powerful as the sword of the Ubar. If you are founding a new city today, do not try to be Marlenus. Try to be the Vosk League.

Ar has sent an ambassador. They demand you sign a "Treaty of Friendship" (become a client state). If you refuse, they threaten to close the trade roads, bankrupting your merchants.
The Mercenaries are restless. Their contract expires in one week. A spy tells you that Ar has offered them double pay to switch sides and sack your city.
The People are divided. The Merchants want to surrender to Ar to save profit. The Warriors want to fight for independence.
The Task: Write a Strategic Policy Paper (300-400 words). You must solve this crisis and save your Home Stone.
You must address:
The Mercenaries: How do you keep them loyal? (Bribery? Hostages? Betrayal?)
The Diplomacy: How do you answer Ar? (Submission? Defiance? Delay?)
The Defense: If war comes, how do you defend weak walls against a legion? (Asymmetric tactics?)
There is no "right" answer. There are only answers that let you live, and answers that get you killed.
